Methodology for calculating the urban inadequate housing Indicator of the 2030 Agenda in Fortín de las Flores, Veracruz, Mexico

Abstract

This article proposes a methodology to calculate the proportion of the urban population living in inadequate housing in the municipality of Fortín de las Flores, Veracruz, at the block and basic geo-statistical area levels. Through the analysis of data from the 2020 Population and Housing Census, housing vulnerability areas were identified using cartographic tools and territorial analysis techniques. The methodology is based on four main criteria for determining inadequate housing: overcrowding, the use of dirt floors, lack of access to drinking water, and absence of proper drainage. Census data were processed and aggregated at different territorial scales to provide a detailed diagnosis of the distribution of inadequate housing in the municipality. The results show that 15 % of the urban population in Fortín de las Flores lives in inadequate housing, a lower figure compared to the official municipal estimate of 17.36 %. The disaggregation of information at the block level and its subsequent scaling to the basic geo-statistical area level allows for a more precise visualization of housing precariousness patterns, facilitating decision-making in public policy and sustainable urban planning. The proposed methodology is replicable in other municipalities and can contribute to improved territorial planning and the reduction of housing inequality.
